en el estado.<\/li>\n<li>No exist\u00edan pol\u00edticas p\u00fablicas dirigida a la infancia.<\/li>\n<li>Las medidas utilizas era la reinternaci\u00f3n.<\/li>\n<\/ul>\n\n\n<div responsabilidad es entre la familia y el estado.<\/li>\n<li>Se crean pol\u00edticas y programas de atenci\u00f3n.<\/li>\n<li>Se crea el sistema de atenci\u00f3n y En ese mismo a\u00f1o naci\u00f3 una ONG sobre este tema.<\/li>\n<li style=\"text-align: justify;\">Muchos a\u00f1os despu\u00e9s se cre\u00f3 la Red por los Derechos Humanos de Ni\u00f1os, Ni\u00f1as y Adolescente que hoy sigue vigente.<\/li>\n<li style=\"text-align: justify;\">El cambio de paradigma legislativo en materia de atenci\u00f3n a la infancia ocurri\u00f3 el 23 de julio de 1997, cuando se present\u00f3 ante el Congreso de la Rep\u00fablica el anteproyecto de la Ley Org\u00e1nica para la Protecci\u00f3n del Ni\u00f1o y del Adolescente. Posteriormente, el 2 de octubre de 1998 se promulg\u00f3 oficialmente la LOPNNA.<\/li>\n<li style=\"text-align: justify;\">Hoy se cumplen 31 a\u00f1os desde que la Asamblea General de las Naciones Unidas adopt\u00f3 la Convenci\u00f3n sobre los Derechos del Ni\u00f1o.<\/li>\n<li style=\"text-align: justify;\">La Convenci\u00f3n establece los est\u00e1ndares m\u00ednimos para la protecci\u00f3n de los derechos humanos de todos los ni\u00f1os, ni\u00f1as y adolescentes (NNA).<\/li>\n<\/ul>\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Dos sistemas, \u00a1una Convenci\u00f3n!\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/wTEJnOenWZs?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n<p style=\"text-align: justify;\">Este aniversario es una oportunidad \u00fanica y significativa para colocar los derechos de los NNA en un lugar predominante en la agenda p\u00fablica. Aunque en 30 a\u00f1os se ha avanzado mucho, todav\u00eda falta bastante por mirar de cara a los derechos humanos:<\/p>\n<ul>\n<li>Ni\u00f1os y ni\u00f1as con discapacidades.<\/li>\n<li>Los no escolarizados.<\/li>\n<li>Las ni\u00f1as que contrajeron matrimonio antes de los 18 a\u00f1os<\/li>\n<li>Los refugiados, los migrantes, los desplazados.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Cuando Venezuela asume la Convenci\u00f3n y promulga la LOPNNA, establece la creaci\u00f3n de dos sistemas: Protecci\u00f3n Integral del NNA (de 0 a 18 a\u00f1os de edad) y La Atenci\u00f3n a los Adolescentes con Responsabilidad Penal (de 14 a 18 a\u00f1os de edad). En ambos sistemas se deben garantizar los derechos humanos.<\/p>\n<p style=\"text-align: justify;\">La LOPNNA (1998), ha sido reformada dos veces: Diciembre de 2007 y Julio de 2015, donde se anexa la responsabilidad penal de los adolescentes.<\/p>\n<p style=\"text-align: justify;\">Algunos datos en el \u00faltimo a\u00f1o que van en detrimento de los establecido en la Convenci\u00f3n en Venezuela:<\/p>\n<ul>\n<li style=\"text-align: justify;\">203 ni\u00f1os que murieron.<\/li>\n<li style=\"text-align: justify;\">465 que resultaron heridos.<\/li>\n<li style=\"text-align: justify;\">142 agredidos por las familias.<\/li>\n<li style=\"text-align: justify;\">21 violencia de delincuencia.<\/li>\n<li style=\"text-align: justify;\">29 a\u00f1os por violencia policial.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Hoy en Venezuela es sumamente necesario que se tomen decisiones pol\u00edticas que den prioridad a los NNA, en materia de salud, vivienda, educaci\u00f3n, entre otros tantos.<\/p>\n<p style=\"text-align: justify;\">\u00bfQu\u00e9 podemos hacer ante la realidad planteada?<\/p>\n<ol>\n<li style=\"text-align: justify;\">Seguir exigiendo el respeto a los derechos humanos en general, y a la educaci\u00f3n en particular.<\/li>\n<li style=\"text-align: justify;\">Garantizar a los NNA los principios de la protecci\u00f3n integral. Si bien no por las v\u00edas institucionales, lo podemos hacer por las v\u00edas humanamente posibles.<\/li>\n<li style=\"text-align: justify;\">Defender, documentar y denunciar.
